This was made with Paint shop pro from a conference tought by Joe Cheray in the InternetNichelab.
I did have to go back and remake it because I forgot a step. The area where the picture is placed had to be cut out so it is transparant, then it could be saved as a frame.
The really nice thing about the frames in PSP is they adjust to the size of the picture they are placed on.
